IMPLEMENTATION IN KAZAKHSTAN

TransInfoTech performs implementation and adaptation of  e-Freight system within the framework of public-private partnership. Implementation is performed by TransInfoTech JV LLP. Public partner of the project is Ministry of Transport and Communications of the Republic of Kazakhstan.

-Since March 5, 2019, the "E-Freight" system has been piloted in airports of Kazakhstan for domestic air transportation.

-Software optimization activities were carried out based on the results of the pilot testing, which was conducted in collaboration with selected airports and airlines. During this process, suggestions and feedback were collected and used to implement necessary improvements.

-A software module called "SAB" was developed, enabling airport aviation security services to manage the e-CSD (electronic Consignment Security Declaration).

-A "Customs Officer's Personal Account" was created within the "E-Freight" information system to access preliminary information and track customs declaration data.

-Since October 2019, the system has been providing services to airlines and airports and has been launched into full-scale industrial operation.

In 2020, the following activities were carried out:

-A new version of the Agreement for integration between the "E-Freight" information system and the "Astana-1" system of the State Revenue Committee of the Ministry of Finance was developed and signed.

-An Agreement for integration with the "EASU" system of the Ministry of Agriculture of the Republic of Kazakhstan was developed and signed (integration business processes were refined in cooperation with relevant departments of the Ministry of Agriculture).

During 2021–2022, integration with the Ministry of Agriculture’s systems was implemented.

-Functionality was developed for processing general declarations and converting them into transport customs declarations.

-A cargo tracking feature by air waybill number was introduced on the main page of the "E-Freight" portal.

-A mobile application was developed to allow users—primarily various airport services (cargo terminal, bonded warehouses, screening services (SAB), apron service)—to connect to the system via smartphones or tablets, with the ability to scan IATA cargo barcodes from packages.

-A software module was developed for customs brokers to manage and submit requests to the "Keden" system for issuing transit customs declarations based on transport electronic documents received from airlines.

To date, the "E-Freight" information system is connected to most airlines (including Air Astana, SCAT, Turkish Airlines, Silk Way, Lufthansa, Cargolux, S7, China Southern, Uzbekistan Airways, AirBridgeCargo, Silk Way West, FlyDubai, Ural Airlines, Qatar Airways, and many others), as well as the airports of the Republic of Kazakhstan. These participants exchange IATA-standard electronic documents and messages such as FWB (air waybill), FHL (house air waybill list), FFM (freight manifest), FBL (booking list), FSU (freight status updates from airports), and e-CSD (electronic consignment security declaration).
